I believe you are right, there are no "party caucuses" or planning commissions dreaming up all those strategies.
And I believe you are wrong, there is no power available that has not been abused. This obsolete mindset, you describe, will result in the growth of a non-physical entity, a demonic entity, which can be mastered and its power harnessed by skilled magicians, by initiates. This in turn aggravates and solidifies the obsolete mindset and has so far prevented the natural learning-from-mistake. It has prevented the prevalence of the highest principle to manifest on the physical plane.
Last year I asked the spiritual leader of the Bon religion, H.H. Lungtok Tenpai Nyima, the 33rd Menri Trizin, about demons. He replied: "They just grow!" At first I didn't understand, I guess because I came from a belief, that if they existed, they were deliberate constructions of some evil people. At the end of my stay at his monastery, I was shown in a dream what he meant. The image was like droplets of water or mercury naturally accumulating and flowing together due to the physical attractivity of matter. Energy is subtle matter. People constantly "express" energy according to their state of mind. All these little droplets congregate and accumulate, form bigger and bigger blobs. Desire, hate, sex, power, fear, death etc. stir energy, mobilise energy, induce our body to leak this energy into the environment. It naturally forms demons - or "gods". Another analogy is the overtones created by sounds.
The initiates, the magicians are aware of this dynamic and know how to master those demons, bend them to do their bidding. Thus they attempt to control events. Again, the key is time. Non-physical entities are more flexible with time. When something happens that seems to thwart the design of control and power, the non-physical entities are charged with going back in time and introducing countermeasures.
This is the same power of "co-incidence", that will also work for good. I have observed the way, how the fabric of reality is woven. As soon as I or someone has a brilliant idea, the high frequency beings, who are much more independent on the timescale than we, travel into the past and weave another strand into the fabric, which then may give me the subjective feeling of "a miracle" has happened. "Something I thought of a moment ago, is already manifesting!!!" - If a group of people are expressing "benevolent" energy, the supporting spirits will act on it out of their own volition. No planning necessary.
